Rokujou Miharu is a young boy with hijustu, which is a hidden technique, living inside of him. The hijustu he possesses is not just any hijustu, it has the power of creation and the one who has it becomes the ruler of the ninja world.
Rokujou's friends tries to get him to join their club, which is a nindou club, but he doesn't want to, but that changes after he gets attacked by some ninjas who are after his hijustu. Now he is training and trying to become the Ruler of Nabari, because that is his only way of surviving..
