After an extended leave from the Planning and Building Services, Tor Varhaug, a man who avoids confrontation like the plague, is ready for a new job in NAV (the Norwegian Labour and Welfare Administration). The plan is to get a quiet job with as little responsibility as possible, but it just might prove to be a little more difficult than planned.
